- Effectively coordinate the epidemic prevention and control and economic and social development. According to the requirements of the Notice on Further Optimizing the Prevention and Control Measures for the COVID-19 in a Scientific and Accurate Way (Joint Prevention and Control Mechanism [2022] No. 101) issued by the Integrated Group of the Joint Prevention and Control Mechanism of the State Council, further optimize and adjust some measures for the epidemic prevention and control of ships on international to domestic routes. The notice is as follows:
1、 The time for berthing and isolation at the port of entry before the conversion of international to domestic routes and for health monitoring of all crew members on board after the conversion is adjusted from "berthing and isolation 7 days before entry+health monitoring 3 days after the conversion" to "berthing and isolation 5 days before entry+isolation 3 days after the conversion (during which all crew members are not allowed to leave the ship).".
2、 Adjust the nucleic acid detection frequency requirements. The frequency of nucleic acid testing at the port of entry for all crew members of international sailing ships that are to be transferred to domestic routes for operation will be adjusted from "five tests in seven days" to "four nucleic acid tests will be conducted within five days after the ship arrives at the domestic port of entry, with the customs conducting nucleic acid testing for the crew on the first day, and the testing unit designated by the joint prevention and control mechanism at the port of entry location conducting nucleic acid testing for the crew on the second, third, and fifth days.". After handling the procedures for changing the operation of international navigation ships, the frequency of nucleic acid testing during the period when the shipping enterprise to which the ship belongs continues to conduct health monitoring on all crew members has been adjusted from "conducting nucleic acid testing once on the third day" to "conducting nucleic acid testing once on the first and third days respectively" for isolation on board.
3、 This notice shall be implemented as of the date of issuance. Other requirements shall continue to be implemented in accordance with the Notice of the Ministry of Transport, the Ministry of Foreign Affairs, the National Health and Health Commission, the General Administration of Customs, and the National Immigration Administration on Matters Related to the Adjustment of Epidemic Prevention and Control on Ships Transferring from International to Domestic Routes (JSMD [2022] No. 198). The local transportation authorities are requested to convey the spirit of this notice to shipping enterprises and port operators within their jurisdiction, and strengthen coordination with local health, customs, immigration, maritime and other relevant management departments to ensure that the spirit of this notice is implemented in place.
